To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

Access use of force policies and related documents for 2019-2020. Research shows more restrictive use of force policies can reduce killings by police and save lives. I am specifically interested in knowing if Rancho Santa Margarita has adopted any of the following eight policies and what they currently are for 2020:
Ban Chokeholds & Strangleholds
Require De-escalation
Require Warning Before Shooting
Requires Exhaust All Alternatives Before Shooting
Duty To Intervene
Ban shooting at moving vehicles
Require Use Of Force Continuum
Require Comprehensive Reporting

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Kathryn Colleen Snyder
