Pursuant to the California Public Records Act, I hereby request the following records:

1. The total number of police use of force incidents, by type of force used, between 2013-2017 (separated by year).
2. The total number of people that police used force against, between 2013-2017 (separated by year).
3. The total number of police use of force complaints reported between 2013-2017 (separated by year).
4. The total number of police use of force complaints sustained between 2013-2017 (separated by year).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Mr. Sinyangwe, the City of Orange has received your request for "public records", received on January 9, 2019. This request asks four questions, but does not request any documents. In order to assist us in trying to properly answer your request, please define your use of the term "use of force." Please be advised that the city of Orange Police Department does not utilize a separate use of force report. For this reason, trying to locate individual incidents where an officer utilized a "use of force" is problematic. This applies especially to your requests numbers 1 and 2. As to numbers 3 and 4, since these deal directly with complaints filed, we expect that review will be quicker.

Pursuant to California Government Code section 6253, the City of Orange is conducting a reasonable search for these records, and will make available to you for inspection any that are public (see Cal. Govt. Code sections 6254 and 6255). Due to the expansive nature of the request this search is expected to take some time. Additionally, the City of Orange reserves its right to make any and all applicable objections at the appropriate time. Notwithstanding this and any other objections, a thorough search is being conducted and it is anticipated that we will have a further response for you on or before Feb. 4, 2019.

We will let you know when records maintained by the City of Orange are available for inspection and copying, and we will redact from them any personal and otherwise privileged information. The charge for copying records is 15 cents per page irrespective of the format in which they are produced (see Cal. Govt. Code section 6253(b)). Once the records are gathered, we can advise you as to the exact number of pages encompassed by your request. We will require that you pay before we begin any duplication.

Hi, thanks for sending these. Regarding your request for clarification on the use of force information requested in questions 1 and 2, please send the following:
-the total number of uses of a taser and other electronic control weapons in 2016 and 2017
-the total number of uses of a baton and other impact weapons and projectiles in 2016 and 2017
-the total number of uses of OC Spray or other chemical weapons in 2016 and 2017
-the total number of uses of a carotid restraint in 2016 and 2017
