Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
As reported in The Olympian:
http://www.theolympian.com/news/local/crime/article26229916.html
1) Copy of written warning issued to Olympia Police Officer Ryan Donald in November 2012 regarding Officer Donald’s arrest of the wrong suspect.
To aide your search, a portion of the document contains the following string of text: "Officer Ryan Donald arrested a person for a warrant. He failed to confirm the arrestee’s identification upon arrest. While attempting to book the person into jail, Officer Donald realized that he had arrested the wrong person".
2) Copy of memos sent from Sgt. Rich Allen on April 13, 2013 to a supervisor.
To aide your search, a portion of the document contains the following string of text: "Officer Donald did not wait for backup, and placed himself in a position where the use of force was inevitable.” and "Once Officer Donald was in that position, he made the decision to go ‘hands on’ with the aggressive suspect, exposing himself to attack from the other three suspects that were present”.
3) Copies of any reprimands, or recommendations for discipline contained in the personnel file of Officer Ryan Donald.
4) Copies of any commendations Officer Donald has received.
Please include a copy of the commendation received May 13, 2015.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
