Dear Kathryn:
We are writing in regards to your previously submitted public records request #20190320_123. The Washington State House of Representatives initially received your public records request on 3/20/2019. Please use the above referenced request number when corresponding about this request.
You initially requested the following:
* All email communications concerning WA HB2088, AN ACT Relating to the crime of indecent exposure for Rep. Gina Mosbrucker.
When we last corresponded, the Supreme Court was considering how the Public Records Act (RCW 42.56) applies to the Legislature. The Supreme Court issued its opinion on December 19, 2019, and the court's mandate became final on January 8, 2020. This decision revises the PRA disclosure duties of individual legislators.
In light of this recent decision, we will work to assemble and review the records you had previously requested. However, please let us know if you no longer wish to receive records for this request.
The Chief Clerk of the House and the Secretary of the Senate, who respond to records requests on behalf of legislators and the Legislature, are still evaluating the effect of the decision on the Legislature's disclosure practices and procedures. The adjustment to new practices and procedures, along with an increase in the number of records requests will result in some delays in responding to requests.
While we are currently in the process of identifying and reviewing records responsive to your request, we estimate having records available to you on or around 3/3/2020.
Please contact our Public Records Office at House.PublicRecords@leg.wa.gov<mailto:House.PublicRecords@leg.wa.gov> or 360-786-0926 if you have any questions

Kathryn -
For request 20190531_165, we completed and fulfilled that request on March 6, 2020 and sent the attached letter upon completion.
For request 20190319_123, we were finishing up our search for responsive records the last time we corresponded. We had completed all electronic searches located on legislative devices and accounts. We are only waiting for Representative Mosbrucker to finish completing her search for public records that might be located elsewhere. I apologize for the delay. Due to the current national public health crisis and the changes in our staffing and working conditions, response times are taking longer than usual.
I hope to have another response available for 20190319_123 on or before July 8, 2020. In the meantime, please let me know if you have any questions.
