Pursuant to the Oklahoma Open Records Act, I hereby request the following records:

1) Internal and external audits of the Oklahoma City Police Department crime lab dating back to 2005;

2) All copies of emails and attachments, and any other communications (digital or otherwise) that were exchanged between Ronald Williams (OCPD Director of Laboratory Services/Quality Manager) and the ANSI-ASQ National Accreditation Board (ANAB) or the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) regarding the OCPD crime lab’s accreditation. This request includes (but is not limited to) e-mails on which Mr. Williams was cc’d or bcc’d;

3) All copies of emails and attachments, and any other communications (digital or otherwise) that were exchanged between Campbell Ruddock (DNA Manager – DNA Technical Leader) and the ANSI-ASQ National Accreditation Board (ANAB) or the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) regarding the OCPD crime lab’s accreditation. This request includes (but is not limited to) e-mails on which Mr. Ruddock was cc’d or bcc’d; and

4) All copies of emails and attachments, and any other communications (digital or otherwise) that were exchanged between Campbell Ruddock and Ronald Williams about ANAB or the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) between January 2013 to the present. This request includes (but is not limited to) e-mails on which Mr. Ruddock or Mr. Williams was cc’d or bcc’d; and

5) Copies of emails and attachments, and any other communications (digital or otherwise) by any other OCPD crime lab employees or other OCPD employees relating to non-conforming work, events, or changes reported to ANAB, ASCLD/LAB, or any other third party, as well as any assessment reports or documents detailing corrective action.

All emails, electronic documents and physical documents are not to be de-duped prior to production. The parent/child relationships of all requested email chains as well as all header information should be intact at the time of production.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer that the request be filed electronically, by e-mail attachment if available or digital storage media if not.
