To Whom It May Concern:

Pursuant to the Oklahoma Open Records Act, I hereby request the following records:

Seeking information regarding any excessive or use-of-force complaints initiated by members of the public against former Oklahoma City police officer Daniel Ken Holtzclaw (DOB: 12/10/1986) from Sept. 16, 2011 until June 18, 2014. It has previously been reported publicly, by local and national media outlets, that Holtzclaw had numerous (approx. 19) excessive use-of-force complaints filed against him by individuals he came into contact with while on patrol and/or working the OCPD Gang Unit. I am not seeking details of those complaints beyond basic confirmatory identifiers; Case Number, Date, Initials of complaining party, etc. I have a copy of Holtzclaw's personnel file. The contents of that file only reference two use-of-force incidents; Case Number 13-93984, and a second case occurring on May 1, 2013 that resulted in a one-day administrative leave with pay (no case number referenced). Any information you could provide in this manner would be greatly appreciated.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

Brian Bates

Brian,

Attached you will find the results from your request. Use of Force investigations are an administrative investigation so the names, locations and findings of the investigation will not be released unless the findings result in a loss of pay, demotion or a dismissal from the department. Keep in mind the policy of the Oklahoma City Police Department is for the officer to report any force used to arrest a person beyond routine handcuffing. The list you have been provided reflects use of force reports reported by Holtzclaw not persons making a complaint about a use of force.
