Hello,

In regards to your open records request for the following records:

* The current procedure for procuring personal protective equipment (PPE} on behalf of agencies and entities within the jurisdiction of this office. If this office manages PPE requests for county, local, or private entities, please also provide any guiding material for soliciting, receiving, organizing, and fulfilling those requests.

* Any bids placed by this agency for the acquisition of PPE for this office or on behalf of any entity within the jurisdiction of this agency.

* Any available spreadsheet or aggregate information related to bids for PPE. Please provide all available segregable data, including but not limited to the source, the quantity, and the success of the bid.

Bullet #1: OEM has worked with local jurisdictions emergency management division to log and track their requests for PPE and coordinate delivery of PPE shipments for those jurisdictions. A city, county or tribal emergency manager can contact OEM to make a request for PPE for response agencies. OEM logs the request and submits to the Oklahoma State Department of Health (OSDH), who maintains the PPE stock at their warehouse. OEM communicates regularly with emergency managers for local jurisdictions across the state to update their requests and track data involving their request. When PPE is identified as available for response agencies, OEM works with OSDH to box up the supplies and coordinates delivery through our logistics partners at the Oklahoma Forestry Services Division to regional POD sites where emergency managers can pick up the PPE.

The process listed above was implemented throughout April and May. In June, OEM began encouraging local jurisdictions to purchase PPE as available through vendors, but has continued to support PPE requests from jurisdictions when needed.

All requests for PPE for medical facilities are made through the Regional Medical Response System (RMRS), not OEM.

Regarding bullet #2 and #3, OEM has not placed any bids for the acquisition of PPE at this time.

We submitted this info in April but have continued to get requests, so we are sending it again. Please confirm that you have received the email.
