Pursuant to the Ohio Open Records Law, I hereby request the following records:

I'm interested in documents including emails, vendor solicitations, requests for proposals, and project proposals related to Apple Wallet ID card program, which is referenced publicly on their website here: https://www.apple.com/ios/ios-15-preview/ While the program is publicly announced, they have not shared participating states and I'm interested in any responsive documents whether or not the state has decided to participate in the program.

If you have any suggestions on how to better tailor my request to provide useful results while minimizing the burden on the agency to complete it, please let me know.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Please note that DPS does not have any responsive records for vendor solicitations, requests for proposals, and project proposals.

As for emails, this request is overly broad. Ohio law provides that a requester has a duty to identify the records sought with sufficient clarity. State ex rel. Dillery v. Icsman (2001), 92 Ohio St.3d 312, 314. Please note that your request does not satisfy the requirements of Ohio public records law that a request must be specific and particularly describe what is being sought from the public office. State ex rel. Zauderer v. Joseph (1989), 62 Ohio App.3d 752, at 756. Specifically, this request does not identify which employees' email accounts are to be searched. State ex rel. Morgan v. City New Lexington, 112 Ohio St. 3d 33 (2006), ¶ 35 (citing State ex rel. Thomas v. Ohio State Univ., 70 Ohio St. 3d 1437-1439). Also, a request for email records is not overly broad if it is reasonably circumscribed by time period, subject matter, author or sender/recipient, and the like. Mentch v. City of Cleveland, 2021-Ohio-1564, Court of Claims. See also State ex rel. Kesterson v. Kent State Univ., 156 Ohio St. 3d 22, 2018-Ohio-5110, 123 N.E.3d 895, ¶ 23-27.

Date Range: January 1, 2019 to June 28, 2021
Anything that has in the from/to fields: "*@apple.com"
Anything in the email subject or body: "Apple Wallet", "Digital Identity", "Travis Feuerbacher", "Gail Hodges", "Mark Lennon", "Irene Graff"

Let me know if the above narrowing parameters are sufficient or anything else I can do to further narrow this.

DPS does not keep a list of all employees and job titles. This is not how our employee records are kept. I can provide the below link to the Ohio Checkbook website that will show current and past employees for a given year such as 2021. This list does show name and job title.
