Pursuant to the California Public Records Act, I hereby request the following records:

I am writing to submit a request under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, for the immediate release of all information related to the mass shooting that occurred in Oakland on January 23.

In accordance with FOIA, I am requesting the following information:

Any and all body cam footage related to the incident.
Any and all dash cam footage related to the incident.
Any and all reports related to the incident, including but not limited to police reports, investigative reports, and incident reports.
Any and all dispatch communications related to the incident.
Any and all other communication related to the incident, including but not limited to email, text messages, and phone calls.
Any and all information related to suspects, including but not limited to names, photographs, and arrest records.
Any and all footage from surrounding CCTV cameras that may have captured the incident.

I request that all responsive documents be provided to me as soon as possible, given the urgency and seriousness of this matter.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Sir/Madam,

I am writing to appeal the decision to withhold or redact certain records in response to record request #23-1762. I understand that the decision was made pursuant to Gov. Code Sec. 6255(a) and based on the City of San Jose vs Superior Court (1999) 74 Cal.App.4th 1008.

However, I would like to draw your attention to the relevant laws and regulations in Oakland regarding the redaction of public records. Specifically, the Oakland Sunshine Ordinance, Section 9.32.050, requires that any redaction of a public record be made only to the extent necessary to protect confidential or exempt information from disclosure, and that the redacted portions of the record be clearly indicated.

Furthermore, the California Public Records Act (CPRA), Government Code Section 6254, provides that any record exempt from disclosure shall be redacted to the extent necessary to protect the exempt information, and that the remainder of the record shall be promptly disclosed.

In my view, the decision to withhold or redact records in response to my request should be made in accordance with these laws and regulations, and any redactions should be made only to the extent necessary to protect confidential or exempt information.

Therefore, I respectfully request that you review the decision to withhold or redact records in light of these laws and regulations, and release any records that are not specifically exempted by law.
