Pursuant to the California Public Records Act, I hereby request the following records:

I am a career journalist with work that has appeared in various publications such as MuckRock, The Simmons Voice, and The Westwood Horizon. I am willing to pay any reasonable expenses associated with this request, however, as the purpose of the requested disclosure is in full conformity with the statutory requirements for a waiver of fees, I formally request such a waiver.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

I am appealing this entire search, as I believe that there are definitely records that exist within Oakland PD. Both the FBI and Oakland PD were heavily involved in an incident in which Judi Bari and Darryl Cherney were injured by a car bomb. Furthermore, the FBI and Oakland PD were sued in a civil lawsuit brought by Bari and Cherney that wrapped up in 2002, in which the presiding judge ordered FBI Special Agent Frank Doyle, two other FBI agents, and three Oakland police officers to pay a total of $4.4 million to Cherney and to Bari's estate.
I have already received over 2,000 files from the FBI concerning Judi Bari and it is documented within these files that Oakland PD was involved with Judi Bari.
The amount of time taken to respond to this request is also suspect. I initiated this request on February 7, 2019, received an acknowledgement that my request had been submitted that same day, and did not hear anything back until April 18, 2019.

We are beginning to make some progress with the research into Ms. Judi Bari. We have not yet located the requested report, but I believe we should have some responsive documents within the next month.
Searching our older records require hours of research, unfortunately we do not have someone staffed permanently in that position. We rotate, and make every effort to find the requested information.
