Pursuant to the California Public Records Act, I hereby request the following records:
Documents and correspondence shared between Costco, its consultants and partners, and City of Novato entities, including but not limited to City Council and City Staff.
For purposes of this request, "documents and correspondence" shall include email communication, written communication shared by postal service or messenger, SMS and text messages, video recordings, audio recordings, and messages transmitted via WhatsApp, Signal, and similar Internet platforms.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This is in response to your Public Records act request received on March 13, 2021 seeking disclosure of certain records pertaining to Costco and follows my letter of March 25, 2021. Your request is vague and ambiguous as to time, subject matter of the request and the identity of the recipients and senders of the records you are requesting. As such, we are intending to search our files and disclose to you non-privileged records that meet the following criteria:
(a) they pertain to the recently approved Costco fuel center;
(b) they were sent or received within the last one year; and
(c) they were sent between City staff or the City's elected officials on the one hand, and Costco employees or Costco's consultants, on the other hand.
With these criteria guiding our search and disclosure, we will be responding to you within the time prescribed by law. Please feel free to reach out to me with any questions.

Thank you for your response. Your clarifications are welcome and agreeable to me, with the exception of item (c), in which I would suggest a small revision as follows:
(c) they were sent between or among City staff or the City's elected officials on the one hand, and Costco employees or Costco's consultants, on the other hand.
This request therefore inserts the words "or among" between "between" and "City staff."
