Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:
A copy of all use of force reports reported by this law enforcement agency from 2016-2021, specifying the date of incident, race of subjects and type of force used, preferably in spreadsheet format. If one of more items requested are unavailable, please provide the remaining requested items.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Just to let you know, in accordance with the APRA laws, the cost will
be 15 cents per page, and an additional $15.00 per hour after the first
hour. Once we have gotten a better idea of the time associated with your
request, we will forward you an estimate. Payment must be received in
advance to the records being disbursed to you.

Mr. Sinyangwe,
We have reviewed our Use of Force files from 2016 to 2021 in
accordance with your request. It is estimated that it will take us
approximately six (6) hours to compile the requested information into a
spreadsheet. In accordance with the APRA laws, there is a $15.00 per hour
charge after the first hour; therefore, you will need to send us a check
for $75.00 (6 hours of work, 5 hours charged) prior to us filling your
request. Please inform me as soon as possible when you will be sending
payment. As soon as we receive it, we will process your request.

attached please find a spreadsheet with the requested information.
Let this also serve as a receipt for payment. We had quoted you a
charge of $75.00, which was for 6 hours of work (first hour free and 5
hours @ $15.00). We are accepting this payment, but just to inform you the
actual time spent to produce this information was a total of 8 hours (2
people @ 4 hours each).
