Pursuant to the Nevada Public Records Act, I hereby request the following records:

- Copies of documents containing the number of police officers and corrections officers from 2015-2022
- Copies of documents containing Police officer and correction officer demographics--age, race, gender--for the years 2015- 2022
- Copies of documents containing Demographic information--age, race, gender--for the year 2022 of Sergeants/Corrections Sergeant, Lieutenant/Corrections
Lieutenant, Captain/Corrections Captain, Deputy Chief, Assistant Sheriff, Undersheriff, and Sheriff.

For the year of 2021:
- Copies of all forms currently used by the department to evaluate an officer/candidate's ability to speak, read, and write languages other than English.

- Copies of department policy on interacting with deaf and hard of hearing individuals

- Copies of department policy related to American Sign Language, if any

- Copies of forms currently used by the department, if any, to evaluate an officer/candidate's knowledge of American Sign Language

- If there exists documentation, such as spreadsheets, of number of officers who are currently certified as speaking any second language

For the year of 2021, inventory records of:
(1) Unmanned, remotely piloted, powered aerial or ground vehicles.
(2) Mine-resistant ambush-protected (MRAP) vehicles or armored personnel carriers. However, excluding police versions of standard consumer vehicles
(3) High mobility multipurpose wheeled vehicles (HMMWV), commonly referred to as Humvees, two and one-half-ton trucks, five-ton trucks, or wheeled vehicles that have a breaching or entry apparatus attached. Excluding, unarmored all-terrain vehicles (ATVs) and motorized dirt bikes.
(4) Tracked armored vehicles that provide ballistic protection to their occupants and utilize a tracked system instead of wheels for forward motion.
(5) Command and control vehicles that are either built or modified to facilitate the operational control and direction of public safety units.
(6) Weaponized aircraft, vessels, or vehicles of any kind.
(7) Battering rams, slugs, and breaching apparatuses that are explosive in nature. Exclude items designed to remove a lock, such as bolt cutters, or a handheld ram designed to be operated by one person.
(8) Firearms of .50 caliber or greater. Exclude standard issue shotguns.
(9) Ammunition of .50 caliber or greater. Exclude standard issue shotgun ammunition.
(10) Specialized firearms and ammunition of less than .50 caliber
(11) Any firearm or firearm accessory that is designed to launch explosive projectiles.
(12) “Flashbang” grenades and explosive breaching tools, “tear gas,” and “pepper balls,” excluding standard, service-issued handheld pepper spray.
(13) Taser Shockwave, microwave weapons, water cannons, and the Long Range Acoustic Device (LRAD).
(14) The following projectile launch platforms and their associated munitions: 40mm projectile launchers, “bean bag,” rubber bullet, and specialty impact munition (SIM) weapons.

Please include equipment that may be assigned to or designated for use by special units or jails.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Morning,

In response to your request for various information related to the North
Las Vegas Police Department, please see the attached files.

We redacted the names and employee numbers for some police officers. We
redacted this information because disclosure of their names could
compromise pending police investigations and potentially endanger law
enforcement personnel. The following laws and privileges support the
redaction of these names:

(1) The requested record is not a public record under NRS 239.010(1), as
such records are declared by law to be confidential. *See Pub. Employees
Ret. Sys. v. Reno Newspapers*, 129 Nev. Adv. Op. 88, 313 P.3d 221, 224-25
(2013) (explaining that “statutes, rules, or caselaw may independently
declare individuals' information confidential, privileged, or otherwise
protected”); *Civil Rights for Seniors v. Admin-Office of the Courts*, 129
Nev. Adv. Op. 80, 313 P.3d 216, 219-20 (2013) (explaining that the Public
Records Law does not require the disclosure of materials that "are
confidential as a matter of law”).

(2) The law enforcement privilege, protecting open criminal investigations,
investigative techniques, witnesses and law enforcement personnel
applies. *See
Sanchez v. City of Santa Ana*, 936 F.2d 1027, 1033 (9th Cir. 1991); *In re
Department of Investigation of City of New York*, 856 F.2d 481, 483-84 (2d
Cir. 1988); *Morrissey v. City of New York*, 171 F.R.D. 85, 90 (S.D.N.Y.
1997); *Siegfried v. City of Easton*, 146 F.R.D. 98, 101 (E.D. Pa. 1992).

(3) The requested documents are also protected from disclosure because,
under the balancing test required, the law enforcement policy
justifications for nondisclosure here outweigh the general policy in favor
of open government. *See Donrey of Nevada v. Bradshaw*, 106 Nev. 630, 636,
798 P.2d 144, 148, 1990 (acknowledging that law enforcement policy
justifications for nondisclosure such as pending criminal investigations,
confidential investigative techniques, potential jeopardy
to law enforcement personnel, and a defendant’s right to a fair trial may
outweigh the general policy in favor of open government).

Additionally, we redacted the location assignment (listed under the
organization column) for all of the officers included on the list. We
redacted this information because inclusion of that information in response
to your request provides information about police officers' unit
assignments. Such information is protected from disclosure under *Las Vegas
Metro Police Dep't v. Las Vegas Review-Journal*, 478 P.3d 383, 388 (Nev.
2020). Officers have a non-trivial privacy interest in their unit
assignments. *Id*. at 389. Disclosure of unit assignments can heighten the
risk of harassment and other harm directed at police officers. *Id*.
Therefore, the policy justifications for nondisclosure outweigh any
countervailing interests in public access. *See Donrey of Nevada v.
Bradshaw*, 106 Nev. 630, 636, 798 P.2d 144, 148 (1990).
