Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

North Kingstown, Rhode Island Police Officers have attended many trainings between 01/01/12 and now,
specifically related to the following disciplines that you inquired about:

- ACTIVE SHOOTER THREATS
- INTERNET INVESTIGATIONS
- DIGITAL EVIDENCE ANALYSIS
- MOBILE DEVICE INVESTIGATIONS
- USE OF FORCE

After reviewing all of the relative trainings, I was unable to link any of the attended courses directly to any of
the Federal Law Enforcement Training Centers (FLETC). We received training in those disciplines from agencies
like the New England State Police Intelligence Network (NESPIN), the Rhode Island State Police (RISP), and the
Rhode Island Municipal Police Training Academy (RIMPTA). I don't know how their records are maintained, but
inquiries with those agencies may better assist you in linking FLETC courses to specific officers in Rhode Island.
