From: Patrick Howell O'Neill

To Whom It May Concern:

Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. § 44-04-18(1), I hereby request the following:

Records concerning/pertaining to the "Standing Rock Sioux Tribe," the proposed "Dakota Access" pipeline, and "Energy Transfer Partners" created, sent or received by the North Dakota Office of the Attorney General between Aug. 1, 2016 and Sept. 6, 2016.

Please include, but do not limit your search to, any correspondence, electronic or otherwise, sent or received, between the Office of the Attorney General and the following: the North Dakota Office of the Governor, North Dakota Department of Health, the (federal) Environmental Protection Agency (EPA), the EPA’s Region 8 offices, and/or the U.S. Army Corps of Engineers.

Additionally, please include correspondence between the Office of the Attorney General and any North Dakota state or local law enforcement agencies (including Fusion Centers) regarding the "Standing Rock Sioux Tribe," the proposed "Dakota Access" pipeline, and "Energy Transfer Partners."

We would also request, if available, expedited review of this request because this information related to impending legal proceedings to which informed members of the public might contribute. Timely public access to these materials is necessary to fully inform the public about the issues surrounding the Dakota Access pipeline and related developments.

As I am submitting this request in my capacity as a professional investigative reporter, I request that you waive all applicable fees associated with the search, review and duplication of any responsive records. You may find a catalogue of my work here: http://www.dailydot.com/authors/dell-cameron/ (A letter from my editor at our New York office will be made available upon request.) The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. In the event this request cannot be expedited, I would request your response within ten (10) business days.

Sincerely,

Dell Cameron
