Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. § 44-04-18(1), I hereby request the following records:

All logistical materials (travel dates and details, receipts, calendar entries, meeting schedules) pertaining to Mr. Helms' testimony to the Committee on Natural Resources Subcommittee on Energy and Mineral Resources on 4/27/2016.
All communications with the Congress of the United States House of Representatives regarding Mr. Helms testimony on 4/27/2016 (including but not limited to invitation, preparation, emails and communications with subcommittee members and staff)
Any and all communications with outside groups regarding Mr. Helms' testimony on 4/27/2016. (Groups include but are not limited to Independent Petroleum Association of America (IPAA) , Western Energy Alliance (WEA), Interstate Oil and Gas Compact Commission (IOGCC), American Petroleum Institute (API))

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
