Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. ยง 44-04-18(1), I hereby request the following records:

Documents concerning the call for out of state assistance in dealing with the protests at Standing Rock Indian Reservation against the Dakota Access Pipeline. This assistance came under the federal Emergency Management Assistance Compact. This request is asking for records pertaining to:
-emails (and other written or texted communication) regarding out of state police help in dealing with the Standing Rock protests and the emergency situation there
-any payments, agreements, or contracts made with these out of state law enforcement departments as a result of the Standing Rock protests action
-any written requests for aid
-any grants sought to pay for help in dealing with the protest.
-memos or requests received from or sent to any agency which have at any point in time responded to the emergency situation in Standing Rock
-specific requests to any agency state or federal, for surveillance devices including cell site simulators or social media analyzing software, or law enforcement equipment used in dealing with protests including but not limited to mace, tear gas, rubber bullets, water cannons, and long range acoustic devices
