Pursuant to North Carolina Public Records Law (G.S. ยงยง 132-1 through 132-10), I hereby request the following documents:

Highest resolution copy available of North Carolina Education Lottery commercial at the following link: https://www.youtube.com/watch?v=kRQy5k9ZmM0. Requested specs: 1920x1080 HD, Quicktime Pro Res 422 HQ or better, Native Frame rate.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

We have received your request for the following document: Highest resolution copy available of North Carolina Education Lottery commercial at the following link: https://www.youtube.com/watch?v=kRQy5k9ZmM0. Requested specs: 1920x1080 HD, Quicktime Pro Res 422 HQ or better, Native Frame rate.

We do not have that record in the format you requested. The commercial was not produced in an HD format. We do have the master disk for the commercial.

One way to fulfill your request would be to attempt to make a copy of an existing DVD. It would not be in the format you request, but we may be able to handle that internally.

Another way would be to make a copy of the master disk, but even a copy would not be made in HD. We do not have the capability of making a copy of the master disk ourselves, so the work would have to be done by a third-party.

Under the N.C. Public Records Law, the costs for a copy of the record will be the actual costs of reproducing the copy.

Please advise us which option you prefer. If you would like us to proceed with making a copy of the master disk, we would get an estimate from video editing vendors that we work with for how much it would cost to copy. We would provide that estimate to you. If you are willing to pay the costs of the copy, we would get payment from you either by check or money order, have a copy made, and deliver it to you.
