Pursuant to North Carolina Public Records Law (G.S. §§ 132-1 through 132-10), I hereby request the following documents:
All records pertaining to the use of International Mobile Subscriber Identity (IMSI) catcher devices and software, including police reports, procedural guidelines, manuals and purchase orders. I also request any and all North Carolina Department of Justice electronic mail (e-mail) including or referencing the terms "International Mobile Subscriber Identity" "IMSI" "Cell Site Simulator" "Sting Ray" or "DRT Box" sent and/or received from January 1, 2010 through January 30, 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Mr. Szuberla,
The law enforcement agency that was previously part of NCDOJ, the NC State Bureau of Investigation, was moved by the state legislature to the NC Department of Public Safety in 2014 along with along with any equipment it may have. Therefore, you would need to make your request directly of the SBI or NCDPS. Your request may be routed to Shannon O’Toole at sotoole@ncsbi.gov<mailto:sotoole@ncsbi.gov>.
Please feel free to contact me if you have any questions or concerns.
Best,
