On September 22nd and 23rd, 2021, a team from the Illinois Law Enforcement Accreditation Program (ILEAP) of the Illinois Association of Chiefs of Police assessed the Niles Police Department for tier 2 of this program. In public comments, an organizer with the Northwest Side Coalition Against Racism & Hate made the following appeal:
“I am a resident of Niles and an organizer with the Northwest Side Coalition Against Racism & Hate. I am commenting here today to address the ability of the Niles Police Department to meet the standards for the Illinois Law Enforcement Accreditation Program, known as ILEAP for tier 2. This is a program of the Illinois Association of Chiefs of Police, also known as IACP.
Please bear with me as there is a lot to unpack regarding the Niles Police so I will offer a bit of history. In the spring of 2020, Niles police were menacing the community with face masks depicting the decisive and racist thin blue line. It wasn’t until the Northwest Side Coalition Against Racism & Hate raised the issue that the face masks were banned. This story was written about in local news outlets and on WGNTV. We asked for three reforms of restitution of the Village of Niles. They were:
-Create and fund a permanent Office of Equity and Racial Justice to craft and implement a Racial Equity Impact Assessment and plan for the Village of Niles.
-Elect a Civilian Police Accountability Council to ensure democratic control over the police.
-Mandate effective annual anti-racism training for all elected officials and village employees, including cops.
These were necessary because it became apparent that Niles police did not recognize the harmful nature of this symbol to the community they are sworn to serve. They showed no remorse or recognition of their betrayal of the public trust. The IACP themselves, in fact, went against the advice of their partners the NAACP and their own Diversity Committee when the executive director wrote:
“We don't consider the display of the thin blue line as a "direct violation" of our Ten Shared Principles” and added that the NAACP disagrees with him about that.
There was one Niles police officer that we know of though, who said:
“I believe we should have abandoned these masks after the Minneapolis tragedy, seeing as though we have all “affirmed” the 10-shared principles of policing with the NAACP.
I believe we should practice what we have affirmed.”
The name of that police officer was Nick Beyer. Nick Beyer, the very same cop who blew the whistle on Niles PD in a recent scandal involving a wellness check that was covered up. Harassed and forced to resign, Nick Beyer is now suing the Village of Niles for retaliation.
Ironically, Nick Beyer managed the accreditation process of ILEAP tier 1. In a May 1st 2021 email to the the executive director of the IACP, Nick Beyer said:
“I feel at this moment that the agency’s accreditation status should be suspended until the ILEAP Board of Directors consider my complaint and allegations of misconduct,”
I hope that the concerns of Beyer, a then, police officer of Niles, the original manager of the tier 1 accreditation, a whistleblower, is being taken seriously. How is it that tier 2 accreditation is being considered when the facts of the whistleblower case hasn’t even been publicly disclosed? Facts that Beyer considers important enough to suspend ILEAP accreditation for tier 1.
We have seen how this ILEAP accreditation program is wielded. Several times when faced with taking accountability for their actions, Nile Police instinctively mention this ILEAP accreditation as a red herring. When questioned regarding the thin blue line face mask issue at a December 10th Community Relations Commission meeting, Deputy Chief of Police Joseph Penze asserted that.
“Niles is one of the first police departments to be accredited by the federal government for meeting certain standards. They are working on Phase II of the accreditation.”
This is misleading at best.
Now quite recently, Police chief Luis Tigera is at it again. He officially rescinded the thin blue line face mask ban for one day, once again mocking the community’s concerns over their racist thin blue line.
Where is the accountability? If Niles Police can don divisive symbols and coverup misbehavior while retaining their standing in ILEAP tier 1 and the 10 Shared Principles, what assurance is there that they will abide by the accreditation for tier 2. Or is this is just a rubber stamping exercise. That would reveal to us a systemic effort of obfuscation that further entrenches the thin blue line that is dividing our communities. Is that the role of the Illinois Association of Chiefs of Police?

We are currently working on processing this request. Unfortunately this is taking quite a bit of time due to the size of the file. When we originally processed this request, the file was open via Google Chrome, which we didn’t realize didn’t support the attachments.
