From: Christopher Bing

To Whom It May Concern:

Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Product brochures, Powerpoint presentations, and other promotional business documents from U.S./Israeli technology contractor Verint Systems-- also known as "Verint" or "Verint Cyber Intelligence" -- about products relating to tactical intelligence, surveillance, reconnaissance and cybersecurity. This FOIA is not requesting documents marked as classified, but rather it seeks marketing materials produced by the contractor, Verint, to showcase their cyber intelligence offerings to the U.S. government between the years 2014 and 2020. Relevant offices that hold such documents include divisions in charge of intelligence analysis and collection as well as offices that determine private sector contracting decisions. Verint is a technology contractor that sells surveillance technologies and internet monitoring capabilities. The firm is headquartered in the United States, but is primarily managed from Israel. Verint is known for producing high-tech products for national security and law enforcement agencies to help conduct surveillance against threats, including terrorism and criminal entities.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Christopher Bing

I am appealing this decision.

Records pertaining to marketing information and brochures distributed by a security vendor are central in deciding whether an agency or office purchases products with tax payer funds. Information held within these brochures often do not provide detailed technical explanations nor do they confirm whether an agency or office actually purchased the product.
