To Whom It May Concern:

Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Any document accounting for claims settled by the City with the administrators of the following estates of deceased persons: Nicholas Guido; James Bishop; Bartholemew Boriello; Anthony Di Lapi; Israel Greenwald; Edward Lino; John Otto Heidel.

The named estates were the plaintiffs against the City and NYPD over wrongful death claims related to the "Mob Cops" Detective Louis Eppolito and Detective Stephen Caracappa.

I request the final text of such settlements, as well as any record evaluated by the Law Department as part of the settlement mentioning or concerning the activities of Detective Louis Eppolito, Detective Stephen Caracappa, and the aforementioned deceased persons.

Louis Eppolito is deceased as of 2019; Stephen Caracappa is deceased as of 2017 (see attached PDF's for proof). All privacy concerns with regard to records mentioning these two persons are now moot.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

T. McElwee
