Pursuant to the New York Freedom of Information Law, I hereby request the following records:
The complete personnel and disciplinary record of Crime Prevention Specialist Rondell Goppy in the Public Safety Department, from date of hire to present.
As has been widely reported, Rondell Goppy is deceased; the personal privacy exemptions to Freedom of Information Law are diminished, and as Goppy has been named in numerous reports as having attempted to kill three individuals, the public interest in release of these records outweighs any remaining privacy interest. Please see attached PDF to substantiate.
Please note that per legislation signed by the Governor on June 12, 2020 as Chapter 96 of the New York State Laws of 2020, disciplinary records may not be withheld citing New York State Civil Rights Law 50-a (repealed); they are now subject to release upon request through the state's Freedom of Information Law.
Explicitly releasable are records including:
* complaints, allegations, and charges against an employee;
* the name of the employee complained of or charged;
* the transcript of any disciplinary trial or hearing, including any exhibits introduced at such trial or hearing;
* the disposition of any disciplinary proceeding;
* the final written opinion or memorandum supporting the disposition and discipline imposed including the agency's complete factual findings and its analysis of the conduct and appropriate discipline of the covered employee.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I write in response to your request below dated November 24, 2020 pursuant to the N.Y. Freedom of Information Law (N.Y. Public Officers Law §§ 84-90), as follows:
REQUEST: "The complete personnel and disciplinary record of Crime Prevention Specialist Rondell Goppy in the Public Safety Department, from date of hire to present."
Response:
Your request is hereby granted in part and denied in part. Attached hereto are two PDFs containing copies of all records in the possession of The City College of New York ("City College") that we have located and that are responsive to your request. The first PDF contains copies of all personnel records of Rondell Goppy from the City College Public Safety Department (109 pages); and the second PDF contains copies of all personnel records of Mr. Goppy from the City College Office of Human Resources (131 pages). We note that there are many duplications between these two sets of records.
Your request is hereby denied, and we have consequently redacted the records, to the extent that the records contain personal information of Mr. Goppy and/or his family members, on the ground that disclosure of such information would constitute an unwarranted invasion of personal privacy pursuant to Public Officers Law
§§ 87(2)(b), 89(2)(b), and 89(2)(c)(i). The personal information that has been redacted includes, but is not limited to, the following: home addresses; personal cell phone numbers; personal email addresses; dates of birth; Social Security numbers; passport numbers; driver's license numbers; employee identification numbers; fingerprints; retirement account numbers; birth and marriage certificate details; personal information on health-related forms; and personal information on a court document.
No responsive records that have been located have been withheld in full.
In accordance with Public Officers Law § 89(4)(a), any appeal from this response to your Freedom of Information Law request must be made in writing within 30 calendar days of the date of this email to:
