Pursuant to the New York Freedom of Information Law, I hereby request the following records:
The current roster of sworn NYPD officers:
These documents should be sufficient to show:
Names of each sworn police officer
Current shield number
Note that although a list of all New York City employees including officers is available to the public on NYC Open Data, it does not include shield numbers.
Please note also that a previous request from another citizen for similar information was denied on the grounds that "it would be exempt from disclosure based on Public Officers Law Section 87(2)(f) as such information would endanger the life and safety of any person, and Public Officers Law Section 87(2)(e)(iv) as such information, if disclosed, would reveal non-routine techniques and procedures." However, it is incumbent upon any officer to reveal this information upon request by a member of the public. Therefore, there is no reasonable argument that the release of this information would create danger to officers. If there are some officers who do not interact with the general public, and whose information must remain secret so as to protect "non-routine techniques and procedures," it is incumbent upon the department to redact this sensitive information for a reasonable fee that is not so onerous as to defeat the stated purpose of FOIL. Note that the phrase "non-routine" indicates that such officers must be a minority of the department as a whole.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
