Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

A copy of a department memo dated March 5, 2013 from Chief of Patrol James P. Hall and sent to "Commanding Officer, All Patrol Boroughs" titled "REQUIRED ACTIVITY LOG ENTRIES REGARDING UF250's".

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents are for academic usage, not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hello,

I am writing to appeal the decision of "no responsive documents" transmitted on 8/10/2015. The memo I am seeking has been mentioned in media reports (see here: http://gothamist.com/2013/03/27/nypd_changed_stop_frisk_policy_on_e.php ) and is also referenced in the transcripts of the trial Floyd v. City of New York at length. The exact title of the memo, conveyed in my original request, is "Commanding Officer, All Patrol Boroughs" titled "REQUIRED ACTIVITY LOG ENTRIES REGARDING UF250's". It was dated March 5, 2013 and signed by former Chief of Patrol James P. Hall. Given that ample evidence of the memo exists, I request that the department search further for this record, in either paper or digital form, or provide a specific reason as to why it cannot be located.
