To Whom It May Concern:
Pursuant to the New York Freedom of Information Law, I hereby request the following records:
- All communications or memos between NYPD Deputy Commissioner of Legal Matters Lawrence Byrne and U.S. Justice Department officials (emails from the domain "usdoj.gov") containing the terms "garner" or "pantaleo" between Jan. 1, 2018 and July 17, 2018. For the purposes of this request, please include the full chain or thread of messages in which either of these terms appear.
On July 16, 2018, Justice Department officials told media outlets that Byrne had been informed by DOJ in the spring that the NYPD was free to move forward with its internal investigation into the death of Eric Garner: https://www.cnn.com/2018/07/16/us/eric-garner-case-disciplinary-action/index.html
I therefore request those communications, should they exist, and any other records summarizing meetings, calls or messages between the Justice Department and Byrne in the above-referenced time frame.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
