Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Any and all hiring and personnel records for Dr. Deborah "Debbie" Dowell for any paid or voluntary position she has held in your agency. To my knowledge, Dr. Dowell served as a Director of Special Projects from April, 2011 to January, 2014. I do not know if she was employed by DHMH before or after those dates.
These records should include, but are not limited to:
• Job/Volunteer position applications
• Resumes and CVs
• Letters concerning offers, hire, promotion, disciplinary proceedings and/or dismissals
• Documentation of commendations, recommendations and rewards
• Training records
• Contracts for services
• Salary and bonus records
• Disciplinary actions and/or investigations and/or decisions
• Letters of resignation

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or thumb-drive if not.

Hello,
I filed this request on June 8, 2021, and last heard from NYDHMH on June 25, when I received a generic initial acknowledgement. That letter promised a response within twenty business days. As of the close of business today, 69 business days have passed without any further action on my request, which is neither lengthy, nor complex. It is my understanding that your agency is currently out of compliance with New York's FOIL law. I understand that Covid has caused staffing shortages and other complications, which is why I have allowed three months to lapse without followup. However, this is not a reasonable delay.
Please contact me as soon as possible with an estimate of when I can expect to receive the responsive records.
