Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I again hereby request the following records:
Names of all Manhattan Community Board Members (broken out by Board) for every year since 2001.
Your response instructed me to look at the Community Board websites, but of course these only show current members. I am requesting these lists dating back to 2001, which is not available online.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Once again, our press office has forwarded to me correspondence that you chose to send to them, rather than directly to me as the FOIL Officer.
Please be reminded that I responded to your FOIL request on May 5, 2015. My response read as follows:
Dear Ms. Speranza,
This will acknowledge receipt of your above-referenced FOIL request, sent to our Press office on May 2nd, 2015.
For clarification, your email to our press office states in part "I again hereby request the following records:" However, this is the very first time that I, as the Borough President's FOIL Officer have received your current FOIL request. I received a FOIL request from you on April 18th - also transmitted to me from our press office - to which I responded on April 20th. That FOIL requested lists of current Manhattan Community Board members by Board. Since that information is available to the public, I referred you to where it could be found: the website of the Manhattan Borough President's Office. (I did not refer you to individual community board sites.) I also explained that FOIL requests can only be made for copies of existing documents within an agency's records. It cannot be utilized to obtain narrative answers to questions.
Regarding your current FOIL request: Please be advised that the Manhattan Borough President's Office does not have records containing lists of Community Board members back to 2001. We have the records responsive to your request for the most recent years. We will search our records for those documents. I estimate that the search will require approximately 45 business days. When we have completed our search, I will contact you with information as to the number of pages required to be copied. When we have received your payment, the copies will be made available to you.

Since my May 5th response to your FOIL request, I have asked the appropriate employees to investigate whether we have any records of board membership prior to January, 2014 (the date on which the current Borough President took office.) It does not appear that our office is in possession of reliably accurate lists of Community Board membership prior to that time.
As I informed you previously, lists of 2015 Community Board members by board are available on the Manhattan Borough President's Office website. We will compile such a roster for 2014 and provide it to you within 20 business days.
