All email communication between IDNYC and 1) the Mayor's Office of Criminal Justice (MOCJ) or 2) the New York City Department of Correction (DOC) between September 1, 2020, and October 14, 2021.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I write in response to your FOIL request below, emailed October 14, 2021, seeking:

All email communication between IDNYC and 1) the Mayor's Office of Criminal Justice (MOCJ) or 2) the New York City Department of Correction (DOC) between September 1, 2020, and October 14, 2021.

Please be advised that your request is too broad to fulfil as requested. Due to the difficulties involved in searching through large volumes of email correspondence, additional information would be needed to identify records of interest. Please provide either key terms or focused subject matter, and please also identify the senders/recipients that would be of greatest interest (individual's names, or at least particular units).

Upon receipt of such additional information, the availability f records can be looked into further, and the matter hopefully expedited as appropriate. Also, if additional records would be of interest, you can widen your request afterwards. However, without such additional specification, the FOIL Office might not be able to help you further with this matter.

Dear Mr. Schmeidler,

Thank you for your email yesterday. To make my request more specific, I would like to limit the subject matter to all emails on the subject of providing IDNYC to people incarcerated in the city's jails, or to people exiting incarceration in the city's jails. Keywords of interest might include "IDNYC" and "Rikers."

I request all email communication on this subject between IDNYC and 1) the Mayor's Office of Criminal Justice (MOCJ) or 2) the New York City Department of Correction (DOC) between September 1, 2020, and October 14, 2021.

Unfortunately I am not able to provide names that are of particular interest, as I am not personally familiar with which individuals at the above agencies might have been responsible for efforts that are the subject of my request.

Now narrowed to "emails on the subject of providing IDNYC to people incarcerated in the city's jails, or to people exiting incarceration in the city's jails".

Thank you for the clarification. We are now looking into the availability of records, and whether any further information would be needed to identify records of interest.

However, before a determination can be rendered, further review is necessary to assess the potential applicability of exemptions set forth in FOIL, and whether the records can be located. Please be advised that this office receives numerous requests per month, which causes delays in our ability to respond to each request. Therefore, we estimate that we will be able to respond to your request within 90 days of this letter.
