The New York City Police Department (NYPD) has denied your FOIL request FOIL-2020-056-06308 for the following reasons: (https://a860-openrecords.nyc.gov/request/view/FOIL-2020-056-06308)
The Freedom of Information Law allows access to existing documents and does not necessitate the creation of a document. I am unable to provide access to these documents on the basis that your request does not reasonably describe a record in a manner that would enable a search to be conducted by the New York City Police Department.

Hi,

I would like to narrow the scope to the following dates and keywords:

July 13-15, 2012, any records relating to William Binney or the National Security Agency (NSA)
July 18-20, 2014, any records relating to Edward Snowden, Daniel Ellsberg, or the National Security Agency (NSA)
July 20-22, 2018, any records relating to Chelsea Manning

I hope this sufficiently narrows the scope for you.
