Pursuant to the New York Freedom of Information Law, I hereby request the following records:
I hereby request the following records related to the Hackers On Planet Earth (HOPE) hacking conference, which has taken place in New York City at the Hotel Pennsylvania since 1994:
1. An itemized list of all expenditures by the police department
2. Copies of the police department's social media monitoring records
3. All policies, procedures, and reports related to the tracking of individuals using social media or other public or private websites
4. Any contracts (or memos, audits, or reports) between NYPD and the Hotel Pennsylvania
5. Body camera recordings and records employed by officers and representatives of this agency
6. Any orders related to both planned and executed operations not under seal, including surveillance, and any standard equipment used to conduct such surveillance
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi,
I am appealing this decision with scope changes and clarifications. I have
included links to publicly available records of previously successful FOIA
requests using similar or identical language to what I submitted.
1. I want to limit the scope to three date ranges:
July 16-18, 2010
July 13-15, 2012
July 18-20, 2014
2. Each of the items I requested use language nearly identical to previously
successfully completed FOIA requests, so I think they are reasonable when
limited in scope to the Hotel Pennsylvania on the dates listed in (1).

There is a similar FOIA request filed on 06/15/2020 by Samuel Sinyagwe.

On 07/10/2018 a FOIA request was filed by Emma North-Best, requesting
policies and guidelines for social media monitoring. I think it should be
possible to share records which demonstrate the NYPD is following these
guidelines, provided they are not under seal.

A request was made on 08/27/2019 for procedures regarding body cameras. It seems
logical that you would have records produced by these procedures.

In the response to a FOIA request I made on 01/29/2021, you said on 02/04/2021
that access to such records would reveal "non-routine techniques and
procedures". However, when I appealed this decision, asking for "segregable
portions of the responsive documents", you replied on 02/22/2021 that my request
did not reasonable describe a record in a manner which could enable a search. I
do not understand how you claim to be unable to search for records, when you've
already determined that such records exist that would reveal techniques. I am
asking again for those records, provided they are not under seal, and are
redacted where appropriate.
