From: NYC Department of Transportation

Dear Joseph Cox,
We are in receipt of your FOIL 2022-841-00277, seeking, in relevant part, all internal and external e-mails "about, related to, or concerning" Citybridge and LinkNYC," for the time period of January 1, 2018 through September 2018.

FOIL Section 89(3) requires requestors to "reasonably describe" the records sought. Whether or not a request meets this standard may be dependent upon the nature of an agency's filing, indexing, or records retrieval mechanisms. A request for "all e-mails," with the search terms "Citybridge" and "LinkNYC" is not reasonably described (see attached advisory opinion 18863), as a search for e-mails using these terms for the requested time frame yielded over 16,000 e-mails.

Accordingly, instead of only providing search terms, please identify the issue or subject of the e-mails sought, including as much specificity as you can. In addition, please identify the specific external e-mail addresses or external names.

If you respond to this e-mail your request will be processed. Failure to respond within 15 business days will result in this FOIL being deemed abandoned and administratively closed. For any further correspondence, please reference the FOIL request number noted above. Thank You.

Sincerely,
Shari Rolnick
