Legrand died on December 12, 2006 while in custody of the NYS Department of Corrections and Community Supervision (DOCCS) at Wende Correctional Facility, and can be verified through review of the attached document.

Specifically, I am seeking all records related to the following incidents:

- On September 1, 1965, Legrand was arrested at 222 Brooklyn Ave., Brooklyn, NY on charges of kidnapping, felonious assault, and Sullivan law violations.
- Between March 15 and 25, 1968, Legrand was arrested by the New York City Police Department in Brooklyn on charges of kidnapping and raping a minor.
- On October 4 or October 5, 1968, Legrand was arrested by the New York City Police Department in Brooklyn on charges of kidnapping, assault, and rape.

- In March 1976, Legrand was investigated, charged, and convicted of the murders of Yvonne Rivera (16) and Gladys Rivera-Stewart (18) in October 1975, in addition to the murders of Ernestine Timmons (33) in May 1970 and Ann Sorise in December 1963. It was alleged that all four homicides occurred at St. John's Pentecostal Church of our Lord, located at 222 Brooklyn Ave., Brooklyn, NY.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
