From: Ben Welsh
To Whom It May Concern:
Pursuant to the New York Freedom of Information Law, I hereby request the following records:
* An electronic export from the database of street cleaniness inspections run by the mayor's Office of Operations.
According to a recent news report:
"To calculate street cleanliness, inspectors from the Mayor’s Office of Operations — not the DSNY — do random spot-checks among the city’s 172,499 blocks. Across the five boroughs, there are approximately 19,000 miles of streets and 12,000 miles of sidewalks, according to the report. In November 2021, the office of operations changed its sampling method from surveying the same 6,899 blocks every month to a dynamic rotating model."

I am requesting that the complete database of such inspections be released, including the date, location and outcome of each inspection, as well as any other metadata.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Ben Welsh

Please see attached the two files we located that are responsive to your request. A staff member offers this explanation for how to read the files together:
"The latitude/longitude coordinates in the Excel data file reflect where the device was when the rating was uploaded, which is not always the location of the blockface being rated. The midpoints of the blockfaces are stored separately in the shapefile. The blockface ID in the data file is blockface_title. It is made up of the source_id, blockf_id, district, section columns in the shapefile, separated by underscores (_). A street or sidewalk score of 5 represents a visited blockface segment that could not be rated (often due to obstruction or other challenges)."
The Muckrock form email asked to upload files to their website, however, I do not see a way to do so. Please let me know if you have issues downloading the attached files or other questions.
Best Wishes,
Rebecca Lipman
