Copies of all correspondence with representatives of Lyft regarding bike sharing in the city and the Citi Bike program, January 1, 2015 to present.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Adrianne Jeffries,
On October 18, 2019, you submitted a Freedom of Information Law (FOIL) request for "[c]opies of all correspondence with representatives of Lyft regarding bike sharing in the city and the Citi Bike program, January 1, 2015 to present." I have reviewed the "correspondence with representatives of Lyft regarding bike sharing in the city and the Citi Bike program, January 1, 2015 to present." At this time, the relevant correspondence is exempt from disclosure pursuant to §§ 93(b), 1058 and 1059 of the New York City Charter. Because the records are exempt from disclosure under §§ 93(c), 1058 and 1059 of the Charter, they are also exempt from disclosure under FOIL. See N.Y.S. Public Officers Law ("POL") § 87(2)(a) (exempting from disclosure under FOIL records that are "exempted from disclosure by state or federal statute"); Mitchell v. Borakove, 225 A.D.2d 435, 435 (App. Div. 1st Dep. 1996) (holding that exemptions from disclosure under the Charter constitute exemptions under state law for purposes of FOIL). You may consider resubmitting your request at a later date.
Pursuant to NYS Public Officers Law § 89(4), you have the right to appeal this determination. Appeals must be submitted by mail within 30 days of this writing to the following address:
