Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
Copies of any documents distributed as talking points, Q&As, and/or reference materials for NYPD representatives discussing the arrest of Bishop Orlando Findlayter, the subsequent call from Mayor Bill de Blasio to Deputy Chief Kim Royster regarding that arrest, and/or Findlayter's release and desk appearance ticket.
On February 12, The Wall Street Journal reported that "two police officers pulled over Bishop Findlayter as he drove a 2012 Lincoln sedan at 11:21 p.m. at the southeast corner of Clarkson Avenue and East 92nd Street in Brooklyn, officials said. The officers said the bishop had made a left turn without signaling, according to the report." The article continues: "The officers on Monday night arrested the bishop and charged him with aggravated unlicensed operation of a vehicle in the third degree and making an illegal turn, according to the arrest report. The officers took him to the 67th precinct, the report said."
The same article includes the following: "Mr. de Blasio called Deputy Chief Kim Royster, a top official in the NYPD's press office," before Findlayter was released with a desk appearance ticket.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
