To Whom It May Concern:

Under the provisions of the New York Freedom of Information Law, Article 6 of the Public Officers Law, I hereby request a copy, in Adobe Acrobat or other electronic form, of all records or portions thereof pertaining to, or containing the following:

1. Any and all contracts executed between January 1, 2011 and the present with any firms or individuals for public relations services, including, but not limited to branding, search engine optimization, media relations, community relations, government affairs, and crisis communication.

2. Any and all communications between January 2, 2011 to and from any firm or individual related to the provision of public relations services, including but not limited to branding, search engine optimization, media relations, community relations, government affairs, and crisis communication.

I understand that there is a fee of $0.25 per page for duplication of the records requested; however, the requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage. As such, and as releasing this information is in the public interest, I ask that you waive any duplication fees.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

As you know, the Freedom of Information Law requires that an agency respond to a request within five (5) business days of receipt of such request. Therefore, I would appreciate a response as soon as possible.

If for any reason any portion of my request is denied, please inform me of the reason or reasons for the denial in writing and provide the name and address of the person or body to whom an appeal should be directed.

This is in response to your Freedom of Information Law (FOIL) request dated June 21, 2016 when you requested:
"1. Any and all contracts executed between January 1, 2011 and the present with any firms or
individuals for public relations services, including, but not limited to branding, search engine
optimization, media relations, community relations, government affairs, and crisis communication.
2. Any and all communications between January 1, 2011 and the present to and from any firm or individual
related to the provision of public relations services, including but not limited to branding,
search engine optimization, media relations, community relations, government affairs, and
crisis communication."
The Freedom of Information Law states in part that an applicant must "reasonably describe" the records sought as shown in §89(3) of the law. You do not sufficiently define the records you seek when you ask for, "Any and all contracts executed" and "Any and all communications", "including but not limited to branding, search engine optimization, media relations, community relations, government affairs, and crisis communication." Your description of the records you seek is too broad to allow for a productive search. Therefore your description is insufficient for purposes of locating the records sought. If it is possible for you to identify the records sought more specifically, we may be able to identify and locate them.
