Pursuant to the New York Freedom of Information Law, I hereby request the following records:

All records mentioning or concerning Vyacheslav Kirillov Ivankov, a deceased federal convict, also known as "Yaponchik."

To assist in a records search, the following information is known about Ivankov:

Ivankov's death was widely reported in 2009 and all American law enforcement cases concerning Ivankov concluded with his extradition to the Russian Federation in 2004. Under the NYS Freedom of Information Law, the request should be granted without redactions for Ivankov's personal privacy or to protect Ivankov as a source of confidential information. As Ivankov is deceased, such protections are moot.

Records should be sought for in the files of the Organized Crime Task Force, in all related subheadings/authorization numbers (which include Criminal case files; Wiretap recorded tapes, original and first copy; Administrative files and correspondence; Concurrences, internal memos; Team activity reports, confidential reports used to track team activities; Message books and/or telephone logs).

If any potentially responsive records have been destroyed and/or transferred, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that the Attorney General has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
