Were any redactions applied to these records? There are blank spaces in the proposal section of the contract ("What we will do:" followed by blank spaces), which indicates there may have been redactions. If that is the case, you need to cite them in your response letter. Please advise? Thanks.

From: Hines, Brian

Mr. Luke Stoddard Nathan,

Yes, I am sorry I was negligent in putting that in my answer to you today. Redactions have been made per section 87(2)(d) of the FOIL statute, "an agency may deny access to records, or portions thereof, which are trade secrets or are submitted to an agency by a commercial enterprise or derived from information obtained from a commercial enterprise and which if disclosed would cause substantial injury to the competitive position of the subject enterprise."
