To Whom It May Concern:
Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
Any internal memo, review, or document referencing the "facial recognition software and equipment," proposed to be tested at New York City "crossing points," that was referenced by Governor Andrew Cuomo in his Oct. 5 speech: https://www.governor.ny.gov/news/governor-cuomo-announces-transformational-plan-reimagine-new-york-s-bridges-and-tunnels-21st.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Kevin Collier

Hello Mr. Collier -
I do not see anything in our records indicating that we received this on 1/26/17. Did you ever get an acknowledgement letter? Did you original send it to us (NY State) as opposed to NY City?
From looking at the subject of your request, it looks like we (NY STATE) would not have the records you are seeking, but NY CITY would have them. Their contact information is as follows:

Hi. In case I worded my request poorly, please let me explain. Gov. Cumo announced plans to test facial recognition cameras at crossing points months ago. I'm aware that at least one agency, MTA Bridges and Tunnels, proceeded to call for submissions for such a system at all its crossing points—RFK, Queens Midtown Tunnel, Hugh L. Carey Tunnel, Verazzano Narrows Bridge, etc.
My request is an attempt to learn if NY DOT has considered any such plans, received related instructions from the Governor's Office, or has held such submissions, for its bridges and tunnels (i.e. Brooklyn Bridge, Manhattan Bridge, Williamsburg Bridge, Queensboro Bridge).
For what it's worth, I've also asked NYC DOT.
Thanks!
And please feel free to call if there's any further explanation you'd prefer from me: 646-213-3825.
