Pursuant to the New York Freedom of Information Law, I hereby request the following records:
1) All contracts or licensing agreements for predictive analytics tools used as part of OCFS's Comprehensive Child Welfare Information System.
2) All strategy documents describing how predictive analytics tolls are, or may be, incorporated into the CCWIS system.
3) All technical reports or comparable documents listing which variables the CCWIS predictive analytics models consider and how those variables are weighed (e.g., age, gender, etc.).
4) All user manuals and training material, developed either by OCFS or a third party, used to instruct OCFS employees on how to properly use any predictive analytics tools incorporated in the CCWIS.
I ask that all fees be waived as I am a journalist and I intend to use the requested records to publish articles in the public interest an not for any commercial purpose.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter.
I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hello,
Could you please clarify:
Is OCFS not the correct agency to send these requests to? Or are you saying that OCFS does not have a CCWIS program and has not made any effort whatsoever to implement a CCWIS program?
My understanding, based on public OCFS documents, is that OCFS is the agency responsible for this system and has been working on it for a number of years.

OCFS is the proper agency to request information regarding the CCWIS program. However, please note, your requests are surrounding predictive analytic tools. OCFS does not currently utilize any predictive analytic tools and our responses to your two FOIL requests reflect that.
