Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Communications, reports, estimates, invoices, and presentations to or from McKinsey & Co. (McKinsey) and/or Deloitte Touche Tohmatsu Limited (Deloitte) related to or describing plans for reopening the state economy in response to the COVID-19 pandemic
Emails and other communications soliciting plans and/or consulting services from McKinsey and/orDeloitte regarding the COVID-19 pandemic
Invoices detailing the services rendered by McKinsey/Deloitte during the COVID-19 pandemic
Drafts of the relevant plans submitted and their final renditions
Supporting evidence and/or documentation for these plans as provided by McKinsey/Deloitte

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

RE: FOIL Request: #3425

Dear Jaclyn Clemmer,

I would like to appeal the letter denying my FOIA request on the grounds that is not reasonably described. The request covers a specific time period (between the identification of the SARS COV2 virus in Dec 2019 and the date of filing in March 2021) and the request is plainly searchable (e.g. "McKinsey, COVID, receipt"). I am not able to name specific custodians in the request due to the state, to the best of my knowledge, not making any documents regarding these contracts (as reported by ProPublica [1] and Consulting.us [2] among other publications) available to the public.

Additionally this is not “a request for ‘all’ records, without limitation" as per your example. The specifics of my request do not demand complete or exhaustive records. I believe that I narrowly constructed my request to a limited number of records that would relate to the stated subject. It seems obstructive for your office to wait nearly a year before issuing a denial without even a recommendation for revising the request to meet its definition of "reasonably described".
