Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

I request all relevant documents including but not limited to: license histories and certifications of all registered Bail Enforcement Agents (also known as BEA's, Bounty Hunters, bail agents, recovery agents, bail recovery agents, skip tracers, or fugitive recovery agents). I also ask for a syllabus or other form of documentation outlining the 25-hour training program as approved by the Secretary of State.

If possible, I also request a complete list of all revoked, terminated, expired, or out-of-date bail enforcement licenses.

Given that this FOIA is submitted in my capacity as a journalist, I request that I be categorized as a media requester for the purpose of fees.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is in response to your Freedom of Information Law (FOIL) request concerning registered/licensed Bail Enforcement Agents in the State of New York. Specifically, you requested information on:

…all relevant documents including but not limited to license histories and certifications of all registered Bail Enforcement Agents …, a syllabus or other form of documentation outlining the 25-hour training program as approved by the Secretary of State, [and] a complete list of all revoked, terminated, expired, or out-of-date bail enforcement licenses.

Please be advised that according to the Department of State, Division of Licensing Services’ records, there are no registered/licensed Bail Enforcement Agents in the State of New York. Therefore, the Department has no records in response to that portion of your request.

However, please see the attached 25 hour training course outline for Bail Enforcement Agents.

If you believe that you have not been provided all disclosable records responsive to your request, you have the right to treat this response as a partial denial. Pursuant to Public Officers Law § 89(4) you have the right to submit an appeal within thirty (30) calendar days of the date of this correspondence. Any such appeal must be in writing and addressed to:
