To Whom It May Concern:

Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

The applications submitted to the Defense Logistics Agency, Disposition Services by SUNY's Oneonta's campus police for enrollment in the 1033 program.

That SUNY Oneonta's campus PD is enrolled in the program has been published online here: http://www.capitalnewyork.com/article/albany/2014/10/8554535/report-suny-branches-armed-through-pentagon-program

Records requested include the application for M14 rifles, the utility truck, and any equipment that SUNY Oneonta's campus PD applied for but was denied.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Conor Skelding

Dear Ms. Brannan,

I'm writing to narrow my request as you requested over the phone. The "introductory pages" you mentioned may be excluded. I'm specifically looking for each "Application for Participation" SUNY Oneonta has submitted.

What that looks like is on the 4th page of this Defense Department powerpoint: http://www.dispositionservices.dla.mil/leso/Documents/LESO%20Forms/application.ppt

Does that narrow my request sufficiently?

Sincerely,
Conor Skelding
