From: Todd Feathers

To Whom It May Concern:

Pursuant to the Louisiana Public Records Law, I hereby request the following records:

1) Copies of all department contracts for services that provide social media monitoring capabilities. This includes, but is not limited to, tools that allow the department to monitor social media posts within a certain geographic area (commonly known as geofencing), set flags that generate automatic alerts/reports when certain terms are included in posts, analyze social media to determine which users interact with each other (for instance, creating social network maps/circles). This request should be construed to include tools such as Thompson Reuters CLEAR, which provides additional services beyond social media monitoring.

2) Copies of all technical specifications, user manuals, handbooks, instructions or comparable documents for the above mentioned tools.

I ask that all fees be waved as I am a journalist (examples of my work can be found at toddfeathers.com) and I intend to use the requested records to publish articles in the public interest.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Todd Feathers

It is currently unpublished and is not available for the general public to view.

***UPDATE 5/18/2020***

Please be advised that, during the COVID-19 Phase 1 reopening of the City, the City will begin to reinstate fees for public records. More information will be forthcoming shortly.

***UPDATE 3/16/2020***

COVID-19/CORONAVIRUS UPDATE. DELAYS POSSIBLE. LIMITED STAFFING AVAILABLE TO FULFILL REQUESTS

Due to the recent mandates from the Governor and the Mayor requiring persons to stay at home, City government on-site staffing is reduced and services limited to reduce the spread of COVID-19 (commonly referred to as Coronavirus).  Accordingly, please be advised that the City may not be able to fulfill your request at this time due to reduced staffing.  We appreciate your patience and ask that you visit ready.nola.gov for the most up-to-date information on the City’s response to the COVID-19.

 ***UPDATE 12/13/2019***

CYBER ATTACK UPDATE. DELAYS POSSIBLE. CERTAIN RECORDS UNAVAILABLE

In light of the City Hall cyber attack on Friday, December 13th, 2019, please be advised that it may take longer than usual to fulfill your request. Please note that many records remain unavailable while City network infrastructure, systems, and applications are offline and inaccessible. If the records you request are not available due to the cyber attack, we will close your request and advise that you resubmit your request at a future date. We appreciate your patience while the Office of Information Technology and Innovation works to restore all City operations to normal.

Thank you, the City of New Orleans Law Department has received your Public Records Law request.

Your request has been forwarded to the City department or office which is the custodian of the records you requested. The custodian will determine whether responsive records exist, and if so, compile the records for your review.

Please refer to the due date located on the individual "Request #" page for an estimate of when your records, if any, will be available.  This estimated due date may be adjusted depending on the nature of your request.

Note also that records may be in active use at this time and therefore not available for immediate review.  Additionally, in accordance with the Louisiana Public Records Law, the City of New Orleans strives to promptly release all records which contain only public information and are not otherwise exempt from the Public Records Law. The City must balance its commitment to open access with its legal obligation to review public records for such exceptions and exemptions prior to release.

As soon as the custodian notifies our office that the records have been compiled and are available for review, we will notify you to schedule a mutually agreeable time to review or purchase copies of the records.  Thank you for your request, and we look forward to working with you to provide public records in a fair and efficient manner.

Thank you,

City of New Orleans
