To Whom It May Concern:
Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following records:
1. The aggregate number of people on parole with electronic monitoring (including both GPS and RF monitors) at the end of each month for the period 2010 to 2017. In the event data are not available for the end of each month, any figure that will provide a monthly census will be acceptable.
2. All Department of Corrections policy documents, operational guidelines, implementation guidelines or other documents that apply to the use of electronic monitoring in the adults and juveniles under the authority of the Department of Corrections
3. All contracts between the Department of Corrections and any provider of services or technology related to electronic monitoring since 2010.
4. Copies of any documentation provided to individuals who are placed on an electronic monitor under the authority of the Department of Corrections. Such documents might include policies, instructions, information sheets, contracts, conditions, rules, regulations but other documents routinely given to clients would also be included in this request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

This is in response to your IPRA request dated June 30, 2018. The Office of General Counsel for the New Mexico Corrections Department (NMCD) has received your request and is in the process of reviewing it.
Pursuant to 14-2-8(D) of the IPRA, you will be provided with this agency's response, including whether the Department has any objections (based on exemptions provided in the IPRA), within 15 days of receipt of your request, on or before 7-15-18.
However, pursuant to 14-2-10 of the IPRA if the Department determines that your request is excessively burdensome or broad, you will be notified within the timeframe noted above and provide you with an estimate of how much additional time will be needed to comply with your request.

Pursuant to 14-2-10 of the IPRA, the New Mexico Corrections Department has determined that it will need additional time to process and respond to your request. We are carefully gathering and reviewing the requested information to determine whether there are any exceptions or exemptions under the IPRA. NMCD anticipates being able to notify you accordingly and respond to your request by or on 07-27-18. If that estimated date changes, we will let you know that information as soon as we know it.

Mr. Kilgore:
In response to your IPRA request (attached) (tracking number 18-259), with regard to your item #1, I am attaching a document showing the number of offenders on electronic monitoring from June 2016 -June 2018. The Department has no responsive records for the period of 2010-2015.
With regard to your item #2, and #4, I am attaching CD-050202, Probation/Parole Procedures, which also contains the information responsive to item #4. The Department does not supervise any juvenile offenders, but only adult offenders.
With regard to #3, I am attaching the responsive contracts.
