Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following documents:
All invoices and financial reports related to services provided by/contracted for with JPay or Securus Technologies. Please include all available segregable data, including, but not limited to, the rate at which the funds were generated, the revenue generated for each service, the timeframe during which the funds were generated, the nature of the communication's payment (collect, prepaid, inmate account), etc. Please provide all relevant information for as long as this agency has been in a relationship with either JPay or Securus.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Mr. Lipton:
This office received your September 24, 2015 Inspection of Public Records Act (IPRA) request, and is in the process of reviewing it. Pursuant to Section 14-2-8 (D) of IPRA, the Department will further respond to your request by October 9, 2015. The Department will indicate that you can inspect any responsive documents, and/or will provide an objection to all or part of your request, within fifteen (15) days (on or before October 9, 2015). However, if, pursuant to Section 14-2-10, the Department determines that it will need more time to comply with your request because it is excessively burdensome or broad, it will notify you of this fact on or before October 9, 2015, and also provide you with an estimate of how much additional time the Department will need to comply with your request.

Dear Mr. Lipton:
Pursuant to your Inspection of Public Records (IPRA) request of September 24, 2015, I am attaching the Securus contract and amendments in dropbox. Please look for a link in a few moments. There is no revenue or commissions generated for NMCD arising out of the contract, and state law specifically prohibits such commissions.
NMCD does not have a contract with JPay, and therefore has no responsive documents.
The Securus documents being provided are in electronic format, and there is no charge to you for providing them to you. The Department has now fully responded to your request and is closing this matter.
