Greetings,

Pursuant to the New Jersey Open Public Records Act, I request the following records, as pertain to NJT's commuter rail system:

1. The current conductor certification/qualification plan submitted to and approved by FRA in accordance with 49 CFR 242 (or predecessor regulations).

2. The current engineer certification/qualification plan submitted to and approved by FRA in accordance with 49 CFR 240 (or predecessor regulations).

3. The current passenger train emergency preparedness plan (aka "E-plan" or "E-prep") submitted to and approved by the FRA in accordance with 49 CFR 239 for your passenger rail service.

Note that I am not seeking records that pertain only to the River Line system, only NJT's traditional commuter rail operations. Please release all segregable non-exempt portions of these records. The requested records will be freely available to the public on muckrock.com, and this request is not being made for commercial purposes.

I would prefer the request filled electronically, by e-mail attachment if available, or CD-ROM if not. I am willing to pay applicable fees, however in the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request.
