To Whom It May Concern:

Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:

Township of Hamilton, NJ (Atlantic County):
1) A brief list of the cameras active on 11/15/21 at the intersection of Leipzig Avenue and E Black Horse Pike.
2) Availability of camera footage of this intersection on 11/15/21 between the hours of 0830 and 0930.

Area of interest in Lat/Long decimal: 39.453122, -74.648800 (paste these numbers into google maps)

I intend to ask only for camera footage that shows the middle of the intersection and traffic heading Westbound on E Black Horse Pike through the West end of the intersection, but I'd like to work with you to narrow down what all is available to avoid asking for a large amount of video footage.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The New Jersey Department of Transportation (NJDOT) is in receipt of the above-referenced request for records under the Open Public Records Act (OPRA).

Requests for traffic camera video records are not handled by NJDOT under the scope of OPRA, per New Jersey Administrative Code 16:1A-4.6. You may search the following link to determine if a camera is located at the location(s) referenced in your request: http://www.511nj.org/Cameras.aspx. Furthermore, video images recorded by the NJDOT cameras are retained for seven calendar days. After seven days, the images are automatically overwritten by new recorded images.

Please be advised that no NJDOT cameras are maintained at the referenced location.

Thank you for your response. Would it be fair to say that NJ DOT is not the agency responsible for cameras at this intersection? To your knowledge, would these records (if they exist) be under the jurisdiction of the local municipality/township/etc and not the NJ DOT? It is my understanding that the local government agency, in this case, would be the Township of Hamilton (Atlantic County).

Good Morning,

The subject intersection (US 322 and Leipzig Avenue) is under the jurisdiction of NJDOT. As far as we know, no other entity would place a traffic camera at this intersection.

In that case, I'd like to formally request the "as-built" drawings for the traffic lights at the intersection. I understand that there is currently ongoing construction, so please provide the latest "as-built" as produced by NJDOT or it's supporting contractors. There does appear to be cameras on the intersection (I will provide photos if it helps) but I am unsure if they are cameras for automated traffic control or if they are in fact traffic cameras for the purposes of "visual" monitoring and recording.

As defined within the New Jersey Administrative Code (N.J.A.C. 16:1A-4.5), requests for traffic control records are not handled under the scope of OPRA.

Traffic control signal plans require a fee of $15.00 per signal plan. Please submit your request specifying the location, along with a check or money order made payable to New Jersey Department of Transportation for the appropriate amount.
