Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:

1) A list, preferably in a table, of driver license applications submitted in the state of New Jersey between Jan 1, 2014 to present by people born in Puerto Rico. This should include the date the application was submitted, the person's current residence, their birthplace (Puerto Rico) and if the application was approved, pending or denied and the reason why it is pending or denied.
2) A description of the process and/or policies used to verify the eligibility of people in Puerto Rico for a driver's license in New Jersey.
3) Copies of all materials and/or instructions used to verify the citizenship of people born in Puerto Rico.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. As I am a member of the media and this information will be used to inform the public, I request a fee waiver for this request. Also, as this is urgent public information, I request that it be expedited.

In the event that there are fees, I would be willing to pay up to $10 and I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request within 7 business days, as the statute requires.

Thank you for your response. To clear up point one of my request, I'd like to amend it to: A list, preferably in a table, of driver license applications submitted in the state of Connecticut between Jan 1, 2014 to present by people who used documents from Puerto Rico to verify their identity in applying for a driver's license. This should include the date the application was submitted, the person's current residence, their birthplace (Puerto Rico) and if the application was approved, pending or denied and the reason why it is pending or denied. I am asking you to build a table if one does not already exist.

Also, please disclose the "6 points of identification" you mentioned as proof to obtain a New Jersey driver license.

With regard to your request for "A list, preferably in a table, of driver license applications submitted in the state of Connecticut between Jan 1, 2014 to present by people who used documents from Puerto Rico to verify their identity in applying for a driver's license," the MVC does not make, maintain, file or receive driver license applications submitted in the state of Connecticut.

As to your request for "the date the application was submitted, the person's current residence, their birthplace (Puerto Rico) and if the application was approved, pending or denied and the reason why it is pending or denied.

* The MVC does not maintain a list of this information and OPRA does not require the MVC to create a document that did not exist prior to the request.
* The "person's current address is deemed to be personal information is expressly prohibited from disclosure. See N.J.S.A. 39:2-3.3 et seq.
* The license application does not capture information about an individual's birth place.
